The Local Government Information Unit's Rewiring the state: unlocking local government's role, published on 29 September, considers how neighbourhoods, councils, strategic authorities, and national government can work together.
Its proposals cover prevention, pooled budgets, democratic accountability, local finances, and the capability needed to carry new responsibilities. It argues that councils contribute through their relationships and knowledge of place as well as through the services they deliver or commission.
